Externally: Contractors, Clients, Vendors, Security Partners and Service Providers.

Job Outline:

 

The incumbent will be responsible for the provision of leadership across all the operations support capabilities including training, operational compliance, travel, contractor recruitment, logistics and risk analysis.  Will possess an insightful, detailed understanding of existing and potential markets in line with GardaWorld’s operational and competitive business strategies. Reporting to the Managing Director SSMEA & Vice President Global Operations, this role provides senior level guidance and stakeholder management across the following key areas of responsibility:

 

 

Operations Support

  • Lead and direct all operations support delivery aspects for GardaWorld SSMEA including project stand-up / transition, drafting operational procedures and support to RMTs on the implementation of all project level systems and processes in compliance with the BMS.
  • Develop, write, disseminate and maintain all Operations SOPs for GW SSMEA.
  • Ensure business operational strategies and initiatives as directed by the Oversight Board / SLT are implemented across all operational areas in a timely and cost-effective manner.
  • Provide Operational advice and input (CONOPS, standards etc) to the CST in support of bids
  • Collaborate with Director Compliance & Assurance to manage the operational components of the compliance processes associated with all accredited international standards (e.g. ISO 9001, 14001, 18788 /PSC1).
  • Line Management of Operations Support (Contractor HR and Contractor Travel teams) and Training Manager.
  • Conduct business analysis / planning and develop business cases or decision briefs in support of MD SSMEA, VP Global Ops and the Senior Leadership team in order to inform key decision-making processes.
  • Carry out the implementation of any corporate level business optimization measures as directed by VP Global Ops or the Senior Leadership Team.
  • Assist with the operational integration of new companies into the business.
  • Act as the contract management focus for nominated key accounts, such as the Australian Department of Foreign Affairs and Trade.

 

Contractor Management

  • Management and Oversight of all Ops Support HR Processes & Documentation including setting and enforcing (including granting of exemptions) all recruitment and mobilisation standards for contractors / TCNs to ensure compliance with all relevant ISO standards
  • Authority for Execution of Contract Documents / Notices
  • TCN Recruitment, Management & Welfare
  • Provide Input into the Incident Investigation & AAR Process
  • As SME, provide advice to RMTs on Contractor Management procedures / actions
  • Act as focal point within GWSSMEA for contractor grievances
  • With DRI&W, case management of injured contractors / TCNs incl NOTICAS
  • Provide reports & advice on OSHR issues / activity to SLT and Oversight Board to inform decision making
  • Provide OSHR advice and input (pricing, processes, standards) to the CST in support of bids
  • Participate in Business & Human Rights, Data Protection and Risks & Audit Working Groups
  • Manage key OSHR supplier accounts (Vetting, Third-Party Recruitment, qual course training providers)
  • Take lead on all OSHR compliance requirements including reviews & audits in collaboration with DC&A
  • Financial approval of OSHR expenditure (Third party Vetting & Recruiting)

 

Contractor and Employee Travel Management

  • Ownership of Travel Processes & Documentation (including approval of HUB airports, Airline use (in collaboration with DC&A on airline safety), Corporate club membership etc)
  • Management of Travel Supplier Accounts (TMC, Hotels, Visa Companies)
  • Reconciliation of invoicing and Financial Approval of Invoice payments for all Travel related expenses
  • Provide reports & advice on Travel issues / activity to SLT to inform decision making

 

Operations Training

  • Line Management of Training Manager, Operations, Functional Management of Training
  • Ownership of Training Standards, Processes & Documentation
  • Oversee key training supplier accounts (RoSPA, HABC etc)
  • Financial approval of training expenditure (Travel, Course attendance, Accrediting body membership, course accreditations etc)
  • Provide training completion reports, data & analysis to the SLT & Oversight Boards

Accountability:

The Director Operations Support is accountable to the Managing Director SSMEA & Vice President Global Operations for the responsibilities stated in this job description. These responsibilities will be monitored and managed through the mid-year and annual performance review and will be supported through the monitoring of their KPIs.

Experience:

 

  • Experience in producing complex SOPs/documentation.
  • Experience of operational security issues.
  • Proven experience of managing and motivating a large team of expatriate staff internationally.
  • Minimum of 3 years’ operational management at a senior level gained from a reputable organisation.
  • Minimum 6 years’ military experience.
  • Demonstrable knowledge and management of legal processes and requirements within complex operating environments.
  • Leadership of fleet, equipment, and financial management processes.
