Organization/Reporting line:

Reporting to Director, CST

Place of work/Travel:

Dubai, UAE with occasional travel to relevant countries and globally to our Management Offices, and other locations where the company has operations or where clients may be located (CST specific).

Contact and Cooperation:

Internally: Company-wide with a focus on Regional Directors, Pricing Managers and the Director, CST.
Externally: Clients, and service providers.

Job Outline:


The incumbent will assist the Director, CST in leading, developing and managing a team of bid management specialists across the bid production and management process, in order to meet and exceed client requirements.  This role will have full responsibility for the strategy, development and execution of high quality commercial bids on a regional basis, and will work closely in consultation with relevant country and/or regional leadership teams. 


Key Responsibilities:


  • Develop winning proposal strategies in consultation with relevant regional and country leadership team;
  • Prepare clear and concise written proposals;
  • Provide senior guidance and direction to subordinates on bid preparation process;
  • Management of all phases of commercial proposal development, from pre-RFP stage through to post-award handover;
  • Develop and implement innovative solutions to assist with winning individual proposals;
  • Ensure continuous improvement and best practice across the team;
  • Manage relationships with internal contacts and external clients/stakeholders;
  • Assist the Director, CST with ensuring cohesive working relationships within the Commercial Support Team and that linkages are developed and are maintained across the broad range of roles;
  • In depth review and quality control of all bids prior to submission;
  • Provide guidance and support to direct reports and ensure they continue their learning and development pathway within GardaWorld.
  • Complete other projects as assigned.


The Senior Manager, CST is accountable to the Director, CST for their responsibilities stated in this job description. These responsibilities will be monitored and managed through the mid-year and annual performance review and supported through the monitoring of their KPIs.

  • Knowledge of operational and technical physical security issues;
  • Experience in managing complex bid processes;
  • Highly developed financial and technical skills applicable to the bid management environment;
  • Ability to train subordinates to apply specialist and detailed technical expertise to a variety of tasks;
  • Demonstrates responsibility for actions, projects and people;
  • Keeps up to date with competitor information and market trends;
  • Initiates and generates activity within a team environment and fosters team spirit;
  • Upholds ethics, integrity and values and ensures and leads by example;
  • Works productively in a high pressure environment and leads direct reports in managing conflicting tasks and workload pressures;
  • Ensures the continuous building of wide and effective client and commercial networks, both internally and externally;
  • Attention to detail.



  • Tertiary education within a relevant discipline such as Business or International Studies;
  • APMP Certification;
  • Minimum 5-8 years commercial experience at  management level within a commercially driven environment;
  • Management or senior specialist experience across the bid management process from pre-RFP through to post-award commercial audit ;
  • Experience with identifying new business opportunities and with managing and developing current business networks;
  • Experience in manage a team of entry level to mid-level staff;
  • Capable of developing subordinate staff through identification of experience or learning gaps (in consultation with HR)
