Visa Requirements
|
The Company shall be responsible and liable for the multi-entry visa cost as required in order to deliver the Services. Any visa costs incurred by the Contractor shall be reimbursed.

Package
|
GardaWorld will provide the Independent Contractor with appropriate accommodation, insurance, flights and life support while on duty.
Food, Accommodation and General Expenses:
Company will provide the Contractor with food, drink, transportation and accommodation as necessary whilst the Contractor is engaged in a project.
If Company is unable to provide the Contractor with food, accommodation and transportation, except as set forth below for inbound and outbound travel to the project location, Company shall either provide a per diem at an agreed rate or reimburse to the Contractor for any travelling, hotel and other expenses reasonably incurred by him in the proper performance of his duties under this Agreement. In the case of the latter, the Contractor must provide Company with such vouchers and receipts or other evidence of actual payment of such expenses as Company may reasonably require. The Contractor shall seek the prior approval by Company for any individual expenses incurred under this Agreement.

Flight Package
|
GardaWorld will provide an economy class return ticket per rotation to the project location from a hub airport as close as reasonably practicable to the Contractor’s declared home address.
The Contractor will be asked to declare their preferences for a primary, secondary and tertiary hub airport from the GardaWorld hub list at the commencement of their engagement. Where possible and commercially acceptable, GardaWorld will look to book travel to and from one of the preferred hubs.
The Contractor will be responsible for any travel arrangements between the hub airport and their home address. The Company will pay for any transfers from the airport near the project location or such other intermediate landing location to the Consultant’s accommodations at the project.

Role Requirements
|
- 7 years (min) Operational Security Management experience.
- Must have experience of writing, complex security plans; coupled with developing standard operating procedures for the project locations.
- Must have strong understanding of financial accounts for payroll, as well as operational expenses for the projects.
- Must have a good understanding of compliance and QHSSE Standards and best practice.
- Knowledge of and competence in designing and delivering integrated (physical, human, technology, community, information and reporting as well as consulting etc.) security solutions.
- Ability to produce complex conceptual written proposals/documentation (aimed at new business).
- Ability to develop / design, plan and run small, medium and large-scale integrated security projects safely and efficiently while in compliance with the country specific labour laws.
- Must have excellent written and verbal communication skills in order to convey complex messages across a wide-ranging audience.
- Advanced communication skills are required to act as a subject matter expert when providing advice and recommendations, and to communicate with key stakeholders on sensitive subjects.
- Must have a detailed working knowledge of Microsoft office and IT in order to present and accurately maintain internal and external reporting requirements.
- Demonstrates integrity and upholds ethics and values.
- Preferably be ex-military or law enforcement with an excellent record of conduct, must not have a criminal record and must not be dishonourably discharged from any employment.

Services
|
KEY TASKS AND RESPONSIBILITIES
The routine tasks and responsibilities are as given below, though these may be adjusted from time to time on instruction from the Project Manager.
Command and Control
- Report directly to the BEU Project Manager.
- Act as secondary operational contact for co-ordination of support with British Embassy Country Security Manager (CSM)
- When there is expected to be a prolonged split in the location of the Ambassador and Deputy Head of Mission (DHM), maintain location in support of the DHM (whilst at any duty locations within Ukraine).
- Plan all daily movement plans in conjunction with the BEU’s requirements to include all daily duties and the transfer of BEU Diplomat’s in and out of Ukraine.
- Provide command and control of all mobile operations (train, car, on foot) at BEU.
- Maintain situational awareness of all GW consultants and diplomats’ locations utilising strategic tracking capabilities.
- Deputise for the PM when the PM is temporarily deployed outside of Lviv.
- Assist with the security responsibilities of the Embassy/Residence.
- Execute any direction or reasonable request given by appropriate GW management team in accordance with GW Standard Operating Procedures and Guidelines.
- Provide regular feedback to the PM including assisting in the completion of a weekly Situation Report.
Logistic Support
- Support the Country Security Manager (CSM) in liaison with local suppliers for any services relating to security provision.
- Ensure all vehicles allocated to GW’s mobile support teams are properly maintained and always kept in clean condition.
- Liaise with local dealerships on behalf of BEU to ensure vehicles are kept up to date with their service plans.
- Provide administrative support to BEU with local travel arrangements (train escorts) and strategic travel coordination.
- Ensure all logistic plans for the movement of GW staff in support of BEU are implemented (eg Life Support / Flights).
- Provide administrative support for local government governance (Visas/Work permits/etc)
- Liaise with the GW RMT for any Ad Hoc Support required.
- Liaise with RMT HQ Ops Manager and supplier for correct maintenance and utilisation of tracking platforms.
Process and Procedures
- Ensure all GW operations comply with health & safety standards consistent with the requirement to follow such procedures and regulations laid down by Garda World, including:
- Fire response drills
- Personal and catering hygiene
- Safe storage of equipment
- Compliance with rules requiring personnel to reject bribery and corruption laid down by GW, its client, host state or international laws including the principles of:
- Rejection of the offer of or acceptance of any favour or any financial or material inducement intended to influence a business decision or official action.
- The International Code of Conduct for Private Security Service Providers, 2010 (ICoC) and associated standards to which GW subscribes.
- The GW Code of Conduct or Staff Handbook that lays out key compliance criteria for personnel during their service with the GW and the active promotion of best practice in respect of the following processes: Disciplinary Action, Appeals and Grievance, Whistle-blowing.
Training
- Responsible for overseeing the delivery of training for GW staff learning objectives training standards (medical, CP, emergency drills, external to project personnel fam training such as the SAP or other ad-hoc support coordination).
- Ensure that training plans devised by GW are delivered professionally and effectively to meet the desired learning objectives.
- Deliver classroom lectures and practical exercises.
ESSENTIAL CAPABILITIES & SKILLS:
- English proficiency (both oral and written).
- Previous Diplomatic experience in any country is preferential.
- Familiarity with GW documentation and procedural protocol system (Egnyte) is required.
- Excellent interpersonal skills.
- Physically and medically, fit.
- Strong team player.
- Ability to work with limited supervision often in high-pressure situations.
- Ability to quickly develop professional and trusted relationships with a variety of cultures.
- Willingness and ability to be flexible as befits training /mentoring role.
- Represent GardaWorld in a favourable manner.
- Maintain and promote the reputation and ethical standards of GardaWorld.
KEY COMPETENCIES:
- 7 years (min) Operational Security Management experience.
- Detailed knowledge of the Systems Approach to Training (SAT).
- At all times maintain client confidentiality, act with discretion and a high level of personal integrity and maintain GardaWorld reputation for excellence.
- To support the PM & GW in any other tasks and responsibilities as may reasonably be expected within an operational environment.
- Excellent administrative skills, able to identify key requirements and prioritize accordingly.
