Job Summary
The Manager, Performance Programs Strategic Solutions (MPPSS) is a national-level role within the Aviation Corporate Services (ACS) team responsible for driving continuous improvement, CATSA SOP integration, operational enablement, and program-level performance solutions across GardaWorld's Aviation Security (AvSec) operations. There are two national MPPSS positions-one supporting the Central Region and one supporting the Eastern Region. Although regionally aligned for point-of-contact purposes, both roles operate as a unified national capability, collaborating to ensure national consistency, standardization, and high-quality solution delivery across all program deployment frameworks, training tools, job aids, operational guides, and continuous improvement initiatives. The MPPSS strengthens operational performance and Profit Plan delivery by developing integrated operational solutions, aligning CATSA SOP requirements with GardaWorld processes, enabling frontline readiness, and supporting region-wide adoption through structured deployment planning. The role acts as a strategic bridge between regulatory expectations, operational performance requirements, training enablement, and national continuous improvement disciplines.
Section A: Key Responsibilities
1. Strategic Solutions Design & Continuous Improvement Enablement
- Lead the design, development, and deployment of performance-focused solutions and continuous improvement initiatives that enhance operational outcomes.
- Translate insights from MSS, Quality Assurance, BI, and regional operations into actionable tools, processes, and frameworks.
- Support regions in implementing standardized improvements that directly support Profit Plan objectives.
- Ensure CI and performance solutions are nationally aligned while adaptable to local operating realities.
2. CATSA SOP Integration & Compliance Alignment
- Integrate CATSA Standard Operating Procedures (SOPs) into GardaWorld operational tools, processes, and performance enablement materials.
- Develop national job aids, operational guides, and training tools that promote proper SOP understanding and application by frontline personnel.
- Collaborate with ACS and regional leadership to ensure consistent, compliant operational behaviors across all sites.
3. National Program Operations Support
- Support operational readiness by developing and maintaining program-level materials, deployment resources, and procedural guides.
- Collaborate with Senior Program Development, Training Delivery, MSS, QA, and BI to ensure national alignment across training, quality, and performance programs.
- Contribute to national program governance, including monthly review forums and decision-making discussions relating to program performance and deployment readiness.
4. Training Tools, Job Aids, and Performance Enablement Resources
- Develop national training tools, job aids, quick reference guides, and enablement materials that support operational performance and CI objectives.
- Partner with Training Delivery Specialists and regional PDMs to ensure consistent and accurate adoption of materials nationwide.
- Maintain strict version control to ensure all regions operate with the latest approved tools.
5. Regional Deployment Planning & Implementation Support
- Provide structured deployment support to regional teams for new programs, SOP integrations, and CI initiatives.
- Work collaboratively with regional leadership to ensure successful adoption, sustained compliance, and measurable frontline capability improvements.
- Balance national standardization with regional operational realities.
6. Program Performance Alignment
- Ensure tools and solutions contribute to measurable improvements in Profit Plan performance, GEP outcomes, operational KPIs, and compliance indicators.
- Support regional performance review cycles by providing CI and program solutions addressing negative trends or operational risks.
- Incorporate performance data and insights into all new tools and solution designs.
7. Governance, Regulatory Integration & Cross-Functional Collaboration
- Participate in national governance processes and escalate issues related to program deployment, SOP integration, or CI solutions.
- Support regulatory alignment activities involving CATSA, Transport Canada (TC), ICAO, and IATA expectations.
- Build strong working relationships with ACS leadership, regional stakeholders, BI, QA, MSS, Training Delivery, and operations leadership.
Section B:
Education
- Post-secondary diploma or degree, or equivalent combination of education and experience.
- Minimum five years of experience in aviation, security, operations, or related fields.
- Experience in continuous improvement, training development, performance enablement, or program operations is preferred.
- Strong understanding of aviation security screening operations and regulatory requirements.
- Demonstrated ability to design CI tools, performance solutions, and operational resources.
- Proficient in Microsoft Office and capable of producing high-quality documentation and presentations.
- Exceptional written and verbal communication skills.
- Ability to work independently, prioritize competing demands, and operate in a fast-paced environment.
- Excellent relationship-building and cross-functional collaboration skills.
- Strong organizational and planning skills with high attention to detail.
- Bilingualism (English/French) preferred.
