Resource Specialist

The Resource Specialist is responsible for coordinating and optimizing the allocation of resources to ensure Service Delivery requirements are delivered. The Resource Specialist is responsible for the collection, analysis, and implementation of budgeted Total Weekly Hours (TWH) budgets, shift bids, and staffing requirements across all airports in the allocated region.  

 

 

Key Responsibilities: 

 

 

  • Maintain up-to-date schedules and historical passenger forecast data as a reference for current seasonal schedules.  

  • Utilize a structured process to develop and approve resource deployment schedules for each airport with sufficient lead time.  

  • Canvas and obtain schedules from various airlines, developing airport-specific listings for each regional grouping.  

  • Collect and collate passenger forecast data submitting it to resource optimization tools and forecast, incorporating scheduling parameters from sources like the Boarding Pass Scanning System (BPSS).  

  • Collaborate with the General Manager, Operations and General Manager, Resource Optimization to present TWH schedules to regional CATSA Management.  

  • Export data into line and TWH requirements for analysis and presentation to CATSA. While incorporating training, breaks, and other collective agreement provisions.  

  • Create plans and develop shift lines required to maintain service levels considering factors such as sickness, absenteeism, forecasted leave of absences and vacation for each checkpoint. Long term shift planning to meet CATSA Green sheet requirements and long-term forecasts.  

  • Facilitate the employee bidding process for shift positions, once bidding is complete work with the resource optimization managers/coordinators at each airport for implementation.  

  • Collaborate and communicate with union representatives and operational stakeholders regarding staffing, scheduling, and workforce planning matters. 

 

 

 

Requirements: 

 

 

  • Bachelor’s degree in business administration or related field preferred.  

  • 2-3 years in resource planning or similar roles 

  • Proficient in scheduling software with strong analytical skills  

  • Exceptional multitasking skills with attention to detail 

  • Build positive relationships, and foster collaboration.  

  • Flexible to adapt to changing priorities. 

  • Work effectively in a collaborative work environment  

  • Ability to obtain and retain a RAIC (Restricted Area Identity Card) and Transport Canada Clearance

  • Ability to Follow Directions - Liaison with top management. Assist in the development of daily workforce plans for operational activity. Implement and monitor operational plans and be able to provide feedback and solutions to operational management. Strong ability to listen, comprehend, and follow the unique style of their direct manager, yet be able to provide insight or feedback respectfully and appropriately. 

  • Workforce Planning- Monitor performance and implement improvements. Provide technical support where necessary. 

 

 

 

Working Conditions:  

 

 

  • Flexible working hours, but all deadlines—especially CATSA-related—must be met. 

  • Occasional weekend or after-hours work (beyond regular business hours) may be required depending on operational deadlines. 

  • Primarily a work-from-home role, with required attendance at the head office every 2 to 3 weeks. 

  • A quiet, professional home workspace is essential for remote collaboration. 

  • Minimal physical tasks, focusing primarily on data analysis, scheduling, and coordination. 

  • Must maintain confidentiality when handling sensitive staffing data, forecasts, and operational information. 

  • Adaptability is required, as operational and staffing priorities may change frequently.
