Place of work/Travel:

Katanga, DRC / with regular travel within the region and the DRC in general, occasionally to GardaWorld offices such as Nairobi, Dubai, London if required.

Contact and Cooperation:

Internally: DRC management team, local and international staff, EA Senior Leadership Team and key stakeholders in the SSMEA management team if required such as HR and Legal.

Externally: prospective guard force candidates, clients, prospective clients, suppliers, Government agencies / ministries, Diplomatic community, International Aid organisations etc.

Job Outline:

Reporting to the Country Operations Manager, DRC, this role is multi-faceted with responsibilities as follows across the Katanga region.


  • To deliver and maintain highest possible standard of service delivery.
  • Lead in ensuring terminations are maintained on or ideally below weekly, monthly and annual KPI’s.
  • Responsible for Labour Efficiency, to ensure that staffing is always maintained at or below KPI.
  • Responsible for always delivering services and projects on time and within or preferably below budget.
  • Play a key role in the management of customer complaints to ensure issues are resolved promptly and ideally to result in generating additional business.
  • In conjunction with Human Resources, ensure industrial relations are always managed effectively.
  • In conjunction with the Country Operations Manager, responsible for regularly assessing the threat status across regional operations, presenting findings and recommendations to mitigate key risks identified.
  • With support from Human Resources, lead in managing the training of all regional operational staff from security officers up to ops / branch managers. This will consist of regularly reviewing and revising the training curricula, training aids, methods of instruction and managing the training team to deliver consistent and professional levels of training.
  • Support the Country Operations Manager with regards to sales and marketing efforts which may include but not be limited to conducting security risk assessments, site surveys, designing security solutions to meet client requirements, meeting and presenting to potential new customers and attending events.
  • Be prepared from time to time to support the Country Operations Manager with delivering services in support of clients.   
  • Assist with internal company and local compliance, ensure that activities are conducted in-line with GardaWorld procedures, processes, and policies and with its Business Management System to include record keeping and maintenance as well as managing reports and returns.
  • Support the Country Operations Manager to develop the Company’s business strategy and plans for execution as well as assisting in the preparation of specific business cases to support the strategy.
  • Build and sustain professional relationships with key clients and external stakeholders.
  • Facilitate Procurement, Logistics and Administrative needs to ensure the smooth running of all services and projects.
  • Lead Health, Safety, Environment, Quality, Risk, and Business Continuity efforts.
  • Responsible for leading on the investigation and AAR process associated with all operations related incidents.
  • Undertake other duties as required by the Country Operations Manager.


  • Ability to develop / design, plan and run small, medium and large scale integrated security projects safely and efficiently while in compliance with the country specific labour laws.
  • Understanding of the key relationship between contract management, rostering systems and then payroll and billing i.e. manpower and revenue assurance.
  • Must have a critically keen eye for detail in terms of cost control measures, uniform standards, compliance with all operational SOP’s, labour efficiency and the management of operational scorecards to ensure service delivery as well as management of customer complaints and terminations.
  • Must be capable of managing a volume based security services business across multiple service lines.
  • Knowledge of and competence in designing and delivering integrated (physical, human, technology, community, information and reporting as well as consulting etc.) security solutions.
  • Competent at managing a SHE programme across all operations of the business.
  • Must have excellent written and verbal communication skills in order to convey complex messages across a wide ranging audience.
  • Advanced communication skills are required to act as a subject matter expert when providing advice and recommendations, and to communicate with key stakeholders on sensitive subjects.
  • Ability to produce complex conceptual written proposals/documentation (aimed at new business).
  • Must have a detailed working knowledge of Microsoft office and IT in order to present and accurately maintain internal and external reporting requirements.

The Regional Operations Manager, Katanga, is accountable to the Country Operations Manager for their responsibilities stated in this job description. These responsibilities will be monitored and managed through the mid-year and annual performance review and supported through the monitoring of their KPIs.


  • Must have fulfilled at a minimum, a project security management role in the DRC but ideally has experience in managing multiple projects and operations in country.
  • Fluent in written / spoken French and English.
  • Minimum of 10 years of security management experience and ideally 3 – 5 years managing a man guarding business (of not less than 1,500 personnel) operationally.
  • Ideally served in the military or police for a minimum of 3 – 5 years.
  • Should be a graduate and ideally studied in risk and security management.
  • Must have managed security operations in the mining and or oil and gas sectors with a minimum of 5 years’ experience in Africa.
  • Demonstrable experience of carrying out security risk assessments, producing a report and presenting key findings and recommendations which can contribute towards the design of security solutions to meet client requirements.
  • Must have proven experience of preparing contingency / emergency response and business continuity plans.
  • Ideally has experience of successfully managing industrial relations, contributing towards the negotiation of CBA’s and Recognition Agreements and dealt with industrial action as well.
  • Experience working with key external stakeholders such as but not limited to local communities, Government agencies and Aid organisations which ensure safe and secure security operations.
  • Experience operating independently in remote and at times hostile environments in support of the company and or a client.
